Netflix's 'Cham Gyoyuk' hits #1 in 19 countries, sparks real-world teacher rights debate in Korea

A Korean school drama topped Netflix's global non-English chart for three straight weeks and inspired a Gyeonggi education superintendent-elect to propose a real Teacher Authority Protection Bureau.

Netflix's 'Cham Gyoyuk' hits #1 in 19 countries, sparks real-world teacher rights debate in Korea

Cham Gyoyuk landed on Netflix June 5. By late June it held #1 in the global non-English TV category for three weeks running, cracking the Netflix top 10 across 85 countries—including #1 in 19 of them: South Korea, Japan, Vietnam, Peru, and others.

Hong Jong-chan directed it (he made Juvenile Justice). Lee Nam-gyu wrote it—not It's Okay to Not Be Okay, but Psychiatric Ward Also Has Morning (정신병동에도 아침이 와요). The cast: Kim Moo-yeol, Lee Sung-min, Jin Ki-joo, Pyo Ji-hoon. Shooting took place at Daegu Sangwon High School, Wonhwa Girls' High School, Ihyun Elementary School, Keimyung University's Daemyeong Campus, and a hang-gliding field in Sangju, Gyeongbuk.

The story: inspectors from a fictional Teacher Authority Protection Bureau enter schools to restore order—by force if needed. School violence. Teacher authority violations. Malicious parent complaints. Parent abuse of power. All of it documented. All of it real in Korean public education.

Timing matters here. A teacher at Seo Yi Elementary School died in 2023. After that, teacher authority violations stopped looking like isolated complaints. They became a systemic crisis. The drama moved from screens into policy rooms. An Min-seok, incoming Gyeonggi Provincial Superintendent of Education, named Cham Gyoyuk directly when proposing that Gyeonggi's Provincial Office of Education build its own Teacher Authority Protection Bureau. "Education reform is impossible without teacher authority recovery," he said, and laid out plans for violation handling systems, legal support, and counseling. (A fictional bureau becoming real policy in three weeks is its own kind of cultural speed.)

Kim Hye-jung from the Gender N Policy Research Institute wrote a column setting the drama against Korean school reality—the show's fictional solution, she argued, exposes what actual classrooms lack.
